Progressive fork lowering

Hey guys I need some help I have a 2014 NRS I bought the progressive 1" lowering springs they say you don't have to take forks off, I found a big enough Allen wrench to fit the top cap I loosened it being cautious thinking it was gonna pop off but no joy the dang thing keeps spinning how do I go about installing this kit
