Steel sleeve in aluminum rear drive pulley

The steel bearing in the rear drive pulley has started to wear out the aluminum cavity that the bearing was in, because I have the wheels powder coated including the pulley is why I am trying to repair it.

What my machinist needs to know once he has the cavity made true and concentric is too put a steel sleeve in with a negative compression fit so it will stay yet not crack the aluminum.

For example; if the hole was bored out to 6.000mm what should the outside diameter of the sleeve be so when it is frozen and the pulley heated, then when placed together the sleeve would be permanently a part of the pulley but no so much that it would crack the surrounding aluminum once both are at room temperature ?
