driving lights dont work but blinker and brake lights do

So tonight on my way home I get the red and blues. Guy was super cool and followed me to a gas station, no ticket and then he left. After checking the fuses and swapping some around just to be sure I gave up. Then it hit me to turn the flashers on and I can limp it the 18 miles home.

So whats keeping my lights from running constantly but work fine for the blinkers and hand/foot brake will light the brake light up.
